2025: Safe Sampling and Detection of Synthetic Opioids and Vapes

  • Challenge

    Policing and border agencies face increasing operational risk from synthetic opioids such as fentanyl and nitazenes, alongside the emerging threat of illicit substances concealed in vaping devices. Existing tools and procedures were not designed for these hazards.

    BlueprintCo was commissioned to determine how frontline detection and sampling could be made safer, faster, and forensically sound — and to identify practical, field-ready pathways for innovation rather than isolated technical fixes.

  • Approach

    BlueprintCo led a comprehensive research and engagement programme combining discovery analysis, stakeholder consultation, and market engagement. We reviewed over 40 international sources, conducted interviews across policing, border, forensic, and industry communities, and assessed over a dozen technology proposals through a structured evaluation framework.

    Using user-centred design and evidence-led analysis, we defined operational requirements, mapped capability gaps, and developed a “theory of change” model to guide the coordinated development of safe sampling and vape detection technologies. The focus shifted from one-off product selection to building a sustainable, multi-agency innovation pathway integrating tools, training, and process change.

  • Impact

    The commission delivered two national reference reports that now underpin future Home Office and policing investment in safe drug and vape detection. The work has:

    - Established a strategic evidence base for next-generation detection tools.

    - Defined clear operational requirements and validation routes.

    - Informed national coordination between scientific, operational, and industry partners.

    - Enhanced officer safety and evidential integrity in frontline drug handling.

    By aligning technology, policy, and operational need, BlueprintCo positioned UK policing at the forefront of safe and ethical detection innovation — ensuring readiness for an evolving threat landscape.
