2019-2020: Operating Model for a major new digital investigation capability
Extended support to developing and refining and establishing an operating model as part of wider support to a major government programme
Challenge
A new national digital collection capability, enabled by legislation change, required a solution for national operations that worked with policing at all levels, courts, International government partners, technology and data companies and several government bodies operating in supporting roles.
The capability required a technical element shared across many of these organisations, a high burden of compliance element with operational and reputation risk.
An operating model was required to communicate to stakeholders a working design for this capability and to clarify each organisation’s role within it.
Approach
Our direct experience of policing enabled us to make a quick start to this work. Our first act was to engage team members with the specific operational roles affected by the change. We worked with and interviewed stakeholders and created an initial operating model that was then refined through a series of workshops, capturing and keeping a record of issues and design decisions as we went.
Impact
Our efforts culminated in a robust operating model that propelled the program into its subsequent development phase. This framework established clear directives for the various organisations tasked with implementing components of the capability. Moreover, it furnished the program with a cohesive narrative, facilitating effective communication with stakeholders, including international collaborators, policy-making bodies, and compliance authorities.
