Path to greater operational benefit for a £1bn national police IT platform programme

Programme team engagements over one year in 2023/24 to build vision, operating model and roadmap

Challenge

The focus of effort on the programme was to enable a robust but extremely antiquated equipment to be decommissioned by developing an equivalent set of police applications, housed on the latest infrastructure technology

The challenge was to look beyond maintaining legacy functionality and explore how a new platform could enable more effective ways of working, better data exploitation, and police adoption of technology to gain a step change in effectiveness.

Approach

The team worked with senior policing stakeholders, programme leadership and wider technical stakeholders to define how this next-generation technology could support future law enforcement goals. Our structured approach included:

  • Understanding the Issues – We conducted strategic analysis to assess operational needs, digital opportunities, and transformation challenges combined with literature review of national strategies and roadmaps

  • Business Model Canvas – We used the strategyzer business model canvas approach, because it’s easy for different stakeholders to understand interact with. With workshops to capture and then later refine and review we identifyed a number of business model options for how the platform could drive new value beyond legacy capabilities

  • Workshops & Stakeholder Engagement – Facilitating discussions with leadership to align on a shared vision.

  • Mission & Vision Statements – Developing clear statements to guide long-term transformation and provide a foundation for decision-making.

  • Future Roadmap – Designing a multi-year transformation pathway to maximise impact.

  • Operating Model Development – Outlining how the platform could enhance data sharing, decision-making, and modern policing capabilities.

Impact

Our work provided programme leadership with a clear framework to ensure the platform delivers long-term value—not just as a system replacement, but as a foundation for smarter, more connected policing. The roadmap and operating model set the direction for future investment and capability development, shaping the national approach to digital transformation.
