2025: Applying Futures Thinking in Policing

  • Challenge

Policing and law enforcement agencies increasingly recognise the value of futures thinking — using horizon scanning, trend analysis, and scenario planning to anticipate emerging challenges. However, many lacked practical tools and frameworks to apply these insights in their daily work or communicate them effectively to decision-makers.

The challenge was to translate complex foresight concepts into engaging, accessible, and operationally relevant training that could be readily adopted across the sector.

  • Approach

Working as part of a specialist consortium, BlueprintCo helped design and deliver a training programme to embed futures thinking into policing practice.

    The team:

    - Designed and delivered interactive workshops and virtual sessions to build futures capability.

    - Developed practical exercises, case studies, and storytelling methods to make foresight tools relevant to policing contexts.

    - Produced structured materials and visual resources to help participants identify trends, weak signals, and long-term risks.

This collaborative approach ensured that the training was grounded in real-world operational needs while remaining engaging and accessible to a wide range of participants.

  • Impact

The programme strengthened the strategic foresight capability within policing by:

    - Enabling officers and staff to apply futures insights in operational and strategic planning.

    - Building confidence in turning horizon scanning outputs into actionable recommendations.

    - Fostering collaboration and shared understanding across agencies and roles.

    - Embedding futures literacy as a foundation for more adaptive and proactive decision-making.
